The construction of the facility began in August 2020. The planned commissioning date is 2024. The production capacity of the complex will be 2.7 million tons of finished products per year.

The plant will produce polyethylene and polypropylene from ethane, propane, and butane delivered from the neighboring Amur Gas Processing Plant. The work is carried out using digital technologies, including 3D information modeling technologies at all stages of the life cycle of facilities. It is assumed that the enterprise will become the most powerful in terms of productivity in Russia and one of the largest in the world for the production of base polymers.
